The Challenge
Aboriginal Housing Victoria (AHV) wanted a clear, organisation-wide approach to engagement that would strengthen cultural safety, renter voice and accountability in housing service delivery. Engagement activities were occurring, but lacked a unifying strategy, consistent methods and a clear line of sight to social impact outcomes.
The Task
Amplifier was engaged to develop AHV’s first Engagement and Impact Strategy to:
Define what meaningful engagement looks like in an Aboriginal housing context.
Strengthen renter and community influence in decision making.
Build internal confidence and shared approaches.
Link engagement activity to social impact measurement and reporting.
Our Approach
We designed and facilitated a co-design process (1 to 1 interviews with renters and executive and workshops) with staff and leadership that explored current practice, challenges and opportunities to centre Aboriginal community voice.
Amplifier then:
Developed a practical Engagement and Impact Strategy aligned with AHV’s strategic plan and existing renter voice initiatives.
Established engagement principles, objectives, tools and roles for consistent delivery.
Mapped clear pathways between engagement activities and measurable social impact.
Provided guidance on internal coordination to support capability uplift.
The Strategy was shaped with a strong focus on self-determination, cultural safety and lived experience leadership.
The Result
AHV now has a unified approach to engagement that can be embedded across all programs and partnerships. Staff report increased clarity on how engagement should be planned and how renter insights should influence decisions.
The Strategy positions AHV as a sector leader in community led housing and provides a strong foundation for future reporting on social impact and renter outcomes.
